To increase the efficiency of national programs and development plans in solving social problems to meet the real needs of the target groups.
The social welfare system is ineffective, which has a negative impact on many socio-economic indicators of the country's development. It needs to be improved to ensure good quality of life.
The project aims to build the capacity of civil society organisations (CSOs) to conduct public oversight of state programs by uniting CSOs in a Coalition, building their competencies and providing comprehensive support (financial, methodological and advisory) for practical actions.
Civil society organizations and civic activists, business associations, local and central government agencies, media representatives.
- Capacities of the target CSOs strengthened to engage in dialogue with government agencies at the national level (4-training programmes developed, 20 independent public reports prepared, percentage of trained CSOs using modern advocacy tools 80%, capacity level of trained CSOs 70%)
- 5 public expertises on the efficiency of state programs conducted, 3,000 representatives of target groups involved, 20% of the target government agencies recognised the effectiveness of the Methodology on Public Expertise (PE) developed by the project
- CSOs gained practical experience in policy dialogue with government agencies at the national level (4 PE grants awarded, 50 consultations provided by the Coalition members, 25 requests from government agencies processed to develop recommendations for improving relevant state programmes, 3 case studies of the Coalition’s work developed and widely disseminated
- CSO Coalition established and its members closely co-operate (18 Coalition members, 3 working meetings held)
- The PE methodology developed and tested for the system of mandatory employer pension contributions
- 2 advocacy campaigns of the Coalition initiated at the national level (mandatory employer's pension contributions and grant financing)
- 2 requests from the Ministry of Culture and Information (MCI) processed and recommendations developed for improving the Model Agreement with Grant Recipients and draft "Instruction on Interaction with Subjects of Public Control" (both documents are used by the Civil Initiatives Support Centre (CISC) under MCI).
